This is expected behavior. By default, Windows has a MAX_PATH limit of 260 characters. Refer to the following link, https://docs.microsoft.com/en-us/windows/win32/fileio/naming-a-file. Exceeding the max path limitation leads to these types of failures. In this scenario, the approach shortens the paths for the ArcGIS Server directories. Shorten the directory for the system folder.
