Collector for ArcGIS (Android) flashes and corrupts offline web maps when consumed in a Samsung Galaxy Note 10.1 tablet under the following conditions: deactivated SIM card in device, WiFi and Airplane mode are disabled.

After testing the customer's device, it appears to be a device-specific issue unrelated to Collector for ArcGIS.Workaround
1. Remove SIM card. 2. Activate SIM card. 3. Enable WiFi. 4. Enable airplane mode.Steps to Reproduce
