Bug
Collector Classic for ArcGIS (iOS) 10.3.1 and Portal for ArcGIS uses Integrated Windows Authentication (IWA) logins with Active Directory. If a service is configured to use ownership-based access control, and is open in Collector Classic, no features are visible to users including the owner of the edits.

Collector for ArcGIS (Classic) has been retired and is no longer being updated.Workaround
The issue is not reproducible in Collector Classic for ArcGIS (Android) and Portal for ArcGIS with built-in logins.
