Additional Information

The Traverse dialog is creating a feature, so when the layer is turned off you can no longer create the feature.

Workaround

1. Use Classic editing instead of Feature Template Editing- Uncheck the Create Features option using Templates at C:\Program Files\ArcGIS\Desktop10.0\Utilities > AdvancedArcMapSettings.exe >Editor.2. Before turning off the layer in the Table of Contents, save the Traverse in the Traverse window itself by right-clicking in the description window.
