Additional Information

ArcGIS Enterprise 10.5.1 has been retired, and ArcMap has entered the Mature Support phase of its product life cycle. Users are encouraged to use ArcGIS Pro alongside a supported release of ArcGIS Enterprise. If this issue persists within supported release versions, contact Esri Support Services.

Workaround

  1. Calculate the total number of coded values for all fields of all layers in the map service, e.g., 70,000.
  2. Log in to ArcGIS Server Admin (e.g., https://server.domain.local:6443/arcgis/admin), then go to services > [folder] > [service name].
  3. Scroll down to the bottom > Edit > Modify maxDomainCodeCount to be larger than the number found in step 1, e.g., "maxDomainCodeCount": "100000" > Save Edits.
  4. Add the map service to a web map, test pop-ups, and check attribute tables.
  5. Check if the domain descriptions show properly.
  6. Test the web map to check if the performance is acceptable.
