Additional Information
Feature layers with coded values stored in the types array show the coded value rather than the label when applying a style. If the layer is loaded as a subtype group layer, the coded values stored in the types array have their labels properly displayed in the user interfaces (UI).
Workaround
To resolve the issue, re-add the layer into the map or load the Utility Network as a subtype group layer in an ArcGIS Enterprise Portal version 11.4.
