Workaround

1) Type <NULL> into the coded domain field and then the drop-down menu of attribute values will appear. Or2) Add another field to the table. Populate this field first and press Enter. Once the OID value is created in the record, then go back to the coded domain field and the drop-down menu of coded values is available.
