Additional Information
ArcGIS Business Analyst 10.8.1 is an older version of server, which does not support exposing the list of codes. The server team will not be porting the new functionality back to 10.8.1 as part of a hot fix or patch.Workaround
Use ArcGIS Business Analyst 10.9.1 and 11.0 servers.
