Cloning ArcGIS Enterprise Sites layouts that contain Application cards returns the error, "Item does not exist or is inaccessible".

This issue is resolved in ArcGIS Enterprise 12.1.Workaround
To edit the Application card, click the edit pencil, then hover over the modify button and click Edit. In the Select Application dialog box, select the original application used on the original ArcGIS Hub page.
