Clip raster results have outer rows and/or column as NoData when the use input features for clipping geometry is selected.

This is an expected behavior with the current design. clip will maintain the cell reigstration with the input. if row or column are within cliping bounday (>0.5 pixel), the the rwo or column will be included. the workaround is to adjust the extent.Steps to Reproduce
