Clicking ‘Zoom to’ for a point feature when in Cluster Points switches the selection from the point to the underlying layer.

Additional Information
This is expected. Clusters are re-configured for each zoom level of the map i.e. clusters break up as you zoom in and they merge as you zoom out. This means that a specific cluster that is visible at one level does not exist at other levels. So, when "Zoom to" is clicked for a cluster, we remove that cluster information from the popup because that cluster will not exist at the new level - leaving features from other layers in the popup (the polygon layer in the webmap above).
