Clicking the Focus Data Frame button on the Layout toolbar without selecting a data frame gives an incorrect context menu when right-clicking an item on the map.

Workaround
To return the correct context menu, which allows cut/copy/delete operations on the annotation, choose one of the following options:
Option A
1. Double-click the data frame to focus it.
2. Left click on a piece of annotation to select it, then right-click on the annotation.
Option B
1. Unfocus the data frame by clicking blank space outside of the data frame.
2. Left-click the data frame to select it > right-click the data frame > Focus Data Frame.
3. Left click on a piece of annotation to select it, then right-click on the annotation.
Option C
1. Unfocus the data frame by clicking blank space outside of the data frame.
2. Left-click once to select the data frame
3. Click the Focus Data Frame button on the layout toolbar
4. Left click on a piece of annotation to select it, then right-click on the annotation.
