Additional Information
The spatial reference of the Circle.center needs to be set. When you use latitude/longitude to create the center, it defaults to WKID 4326. Then the circle is created using a buffer from that center, so the circle geometry spatial reference is actually set in the center.
Workaround
The documentation to be updated to be clearer on this.
