This is expected behavior because when the chart size is too small, there is no space to display all axis labels. The chart automatically hides some labels. To display all axis labels, use a smaller label font size. It may require testing different font sizes until all labels are visible. The display or hiding of labels is handled automatically; as long as there is enough space, all labels are displayed.
