Changing the user role from the drop-down menu on the Members tab or page in the portal does not always apply the correct role.

The issue is not reproducible. If experiencing this behavior, please reach out to Esri Support Services as a new reproduction case is needed to continue the investigation.Workaround
The user type menu option on the same portal web page is an alternative way to change the user role.
