Workaround

1. Draw a New Rectangle using the drawing toolbar, right click in the rectangle and go to Properties> Symbol tab, click the Fill dropdown and choose no fill and click apply and okay.2. Click on the New Text tool in the drawing toolbar click inside the rectangle and click the Test text to highlight it, right click it to bring up the Properties dialog, go to the Text tab and write several lines of text click Apply and OK.3. Move the text inside the rectangle, highlight both the text and the rectangle by holding down the shift key, right click , scroll down and click on group.4. Now go to the rotate tool and rotate the rectangle, this rotates both the rectangle and the text.Screen shots were also taken for these steps (see attached).
