Changing the owner of items returns the "Error Item does not exist or is inaccessible" error message, but is still successful for item pairs published from Excel tables.

This issue was resolved in ArcGIS Enterprise 11.4.Workaround
Check if the items have been transferred and ignore the error. Share the item by itself, which causes the related items to be shared without error.Steps to Reproduce
