Changing the name of buttons in ArcGIS Hub results in the buttons reverting to hyperlinks.

The name of the label can be changed in the HTML text without the button reverting to a hyperlink. After the button is created, open its HTML text. Locate the text instructions for the label name, and edit them manually. When the changes are applied, the new label appears within the button. 

Note: If the label is changed again through the button editor, it reverts to a hyperlink.

Workaround 2

Enter the HTML text of the functional button. Copy the class instructions (similar to class="btn btn-primary") and note its location. Enter the HTML text of the hyperlink. Paste the class instructions in the text. In this example, it is after the HREF text, and before the target text.
