Workaround

1. Make an Administrative Connection to the GIS Server from ArcCatalog2. Stop the service you wish to edit3. View the Service Properties for this Service4. Go to the Pooling Tab5. Change the Idle Timeout interval to your desired value6. Choose Apply and OK7. Start the service
