Additional Information
When a keyframe is created, a snapshot of the view is captured. This includes layer properties such as the cartographic offset. Any changes made in the layer properties are lost as soon the animation is played as the animation will alter the layer properties to match what is captured. To update the values used in the animation, either update these properties in the Animation Properties pane, per keyframe, or select the keyframe(s) in question and click the Update button on the Timeline.
Workaround
Create a desired new animation and verify the new cartographic offset in Properties before creating the keyframes for the new animation. A newly created animation returns the expected results and the feature class does not revert to any previously entered cartographic offset value.
Steps to Reproduce
