The specified query returns the record at Oracle 12.1.0.2, using the 0.001 tolerance. Updating the default tolerance to 0.0005 cannot be accommodated in the planned release. Please re-submit this issue, if the requirements persist.

Workaround

Use SDO_GEOM.RELATE() instead of SDO_ANYINTERACT when the tolerance is set to 1 mm.
