Bug
Certain Web Feature Server (WFS) services cannot be located correctly in ArcGIS Pro unless SWAPXY is set to TRUE, whereas the same services are able to be positioned correctly in ArcMap 10.8.x and ArcGIS Online Map Viewer Classic.
