This issue has been addressed in ArcGIS Pro 3.0.0 and 3.2.2.
Workaround
A layer package is available in the attachments. This contains two versions of the same raster data, which came from an Esri Academy training course.
A workaround:
- Use the raster calculator to add 1 to each cell in the raster image.
- Run the Fill sinks tool on the previous output.
- Use the raster calculator to subtract 1 from each cell.
Alternative workaround:
- Change from unsigned to signed, or float pixel type.
