Additional Information

This issue is not reproducible with ArcGIS Runtime SDK for .NET 100.7. ArcGIS Runtime (since 100.0) contains direct support for raster data without the requirement for using ArcGIS Runtime Local Server. For more information see https://developers.arcgis.com/net/latest/wpf/guide/add-raster-data.htm.

Workaround

Alter the binary information so that the world file is read instead of the header.
