After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.

We will look to update this area at 1k, but as a short and long-term solution:
Alternative solution is to use the *Esri Vector Basemaps* Topo or Street styles (or any of the Vector Basemap styles):

There are a number of benefits to using the vector basemaps:
- More frequent data updates/more current data.
- Consistent data across all vector basemap styles.
- Higher resolution.
- Basemap styles can be customized.
Vector basemaps can be set as the default basemap style by the ArcGIS Online organization administrator.
