Cartographic line symbology applied to a layer with line decoration arrows makes the layer drop the symbology applied in ArcMap or ArcGIS Pro once published as a feature service to ArcGIS Online.

Workaround

Do not add the arrows in ArcMap while publishing. Add the arrows in ArcGIS Online using the symbols in ArcGIS Online.
