Not reproducible in version 10.2.2.Workaround
1. Shut down ArcMap.2. Navigate to <a href="file:C:/Users/" target="_blank">C:\Users\</a><username>\AppData\Roaming\ESRI\Desktop10.0.3. Rename the ArcToolbox folder.4. Restart ArcMap.Steps to Reproduce
