This issue is no longer reproducible in the current versions of ArcGIS Online and ArcGIS Pro 3.2. If the issue reoccurs after upgrading to ArcGIS Pro 3.2, please contact Esri Technical Support.Workaround
Attach the document directly to ArcGIS Online.
