Workaround
1) Create topology with suggested cluster tolerance and the use the integrate tool to repair any gaps in the data using the desired cluster tolerance.2) Accept that the feature envelope is not the 'recommended' values for Oracle spatial with geodetic SRID of SDO_LB_1= -180, SDO_LB_2= -90. SDO_UB_1 = 180, and SDO_UB_2= 90. For example if the data is loaded without these parameters and the actual location of the features is used to define the feature envelope (as reported by sdelayer -o describe_long), then the topology can be created at any valid cluster tolerance. Both of which are unacceptable to the user according to the intl distributor
