As a workaround, starting from Step 11 of reproducing the issue, follow these steps:
1. On the server where Portal for ArcGIS is installed, navigate to the items folder, for example, C:\arcgisportal\content\items, and search for the ID of the item that failed when it was trying to be added.
2. The folder will be created but is missing the esriinfo folder.
3.If the Portal for ArcGIS administration console is accessed from Home, System, Indexer, and Status, the item index is broken.
4. Before performing a re-index, this new item, even though broken, is not added to the content.
5. After performing a re-index, the item appears but is still broken.
6. Add the widget using an environment with ArcGIS Enterprise 11.3 or earlier.
7. On the server where Portal for ArcGIS 11.3 is installed, find the folder with the item ID in the items folder.
8. Copy the esriinfo folder to the corresponding folder in Portal for ArcGIS 11.4, replacing the item ID with the correct one for this environment.
9. Perform another re-index of Portal for ArcGIS.
10. The widget item is now fixed and available for use.
