Additional Information
This is by design. Attribute Rules use Arcade expression FeatureSetByName to reference other datasets.
When publishing a feature service, there are two alternative solutions to ensure reference integrity.
1. Publish all datasets associated with the attribute rule to the same feature service.
2. If datasets associated with the attribute rule is not available in the same feature service, in Add Attribute Rule, choose Exclude from application evaluation and then publish without associated data. This won't break the reference integrity.
Workaround
Publish all features associated with the attribute rule within the same service.
