This issue is addressed in ArcGIS Pro 3.1.

Workaround

  1. Change the projected coordinate system of the map to the desired coordinate system.
  2. Add a feature layer (e.g., polygon or polyline) from the .dwg file to the map.
  3. Click one of the layers in the CAD data to activate the CAD tools.
  4. Click Define Projection.
  5. Assign the same projected coordinate system to the CAD layers in the map as that which is assigned in Step 1 in the Define Projection tool.
  6. Click Georeference.
  7. Click Add Control Points.
  8. Select a point in one of the CAD layers (source), such as the corner of a building or an intersection of streets.
  9. Click Locate and locate a point in the target destination (or feature layer) to add the target control point.
  10. Click Apply.
  11. Repeat Steps 7 through 10 until the CAD data is aligned in the desired location and save the project.
