Additional Information

This is not a CAD-specific problem--I can reproduce the same results using geodatabase annotation. For further diagnosis, we''d have to consult someone from Map. To reproduce using GDB anno: - Create a new, empty map. - Add the two feature classes in GDBAnno.GDB - Data Frame Propertes, set the projection to: "NAD_1983_StatePlane_Califorrnia_V_FIPS_0405_Feet". - Click Apply and OK on the Data Frame Properties dialog. As with the CAD data, the text is now too large and not useful.

Workaround

Workaround 1: Use the Convert Coverage Annotation Tool from Tools > Customize > Labels. Workaround 2: Recalculate the font size field in the field calculator using the meters to feet scale factor.
