CAD annotation with units of ‘Inch_US’ used in the projection definition are not projecting correctly. Units in Data Frame properties General tab show as ‘Unknown’.

After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.

This is not a CAD-specific problem--I can reproduce the same results using geodatabase annotation. For further diagnosis, we''d have to consult someone from Map.
To reproduce using GDB anno:
- Create a new, empty map.
- Add the two feature classes in GDBAnno.GDB
- Data Frame Propertes, set the projection to: "NAD_1983_StatePlane_Califorrnia_V_FIPS_0405_Feet".
- Click Apply and OK on the Data Frame Properties dialog.
As with the CAD data, the text is now too large and not useful.
Workaround
Workaround 1: Use the Convert Coverage Annotation Tool from Tools > Customize > Labels.
Workaround 2: Recalculate the font size field in the field calculator using the meters to feet scale factor.
