Workaround
You can change a CAD annotation feature's symbol to display a Halo in 9.1 (and 9.2 for that matter). Here are the steps in 9.1:-Select the CAD annotation feature layer in the TOC -Open the CAD annotation feature Layer Properties UI -Select the Symbol in the Layer Properties > Fonts UI (via symbol number) -Click the Text Symbol button to open the Symbol Selector UI -In the Symbol Selector UI, click the Properties button to open the Edit UI -Click the Mask panel -Click the Halo radio button -Specify a symbol for the Halo (if necessary) -Click OKIt's important to note that it is not required to convert the CAD text to GDB anno to do this. This was done using the native CAD annotation feature class.
