Workaround
- The issue does not occur when uploading a scene layer package (.slpk) to Portal for ArcGIS.
- The issue does not occur when publishing to ArcGIS Enterprise 10.9.1 in Windows environments.
- The issue does not occur when publishing to ArcGIS Enterprise 11.1 in Linux environments.
