Additional Information
This behavior is as designed. The Manage Tile Cache tool generates cache on the basis of supertiles. If an area of interest (AOI) smaller than the supertile is provided, then the cache is generated for the entire supertile and not just for the AOI. If an AOI intersecting two supertiles is provided, then the cache is generated for both supertiles. The server cache tools also generate cache using the same principle.
The Map Server Cache Tiling Scheme To Polygons tool can be used to view the supertiles used during the caching process. The Export Tile Cache tool instead supports pixel-level clipping when an AOI is used.
Workaround
With ArcGIS Enterprise, use the server to generate the cache. In this case, the cache is generated correctly.
1. In the Share As Web Layer pane, select Tile.
2. On the Configuration tab, select a tiling scheme.
