Additional Information

This issue is not reproducible in ArcGIS Enterprise 10.9.1.

Workaround

  1. Add the image service to ArcGIS Enterprise portal’s Map Viewer by selecting Add > Add Layer from Web.
  2. Paste the REST URL of the image service.
