Bulk importing OpenID users in the ArcGIS Enterprise 11.4 portal requires manually setting each user as an OpenID user before importing.

This issue is not reproducible in-house and will not be addressed at this time. If the issue persists, contact Esri Support Services.Workaround
To add a large number of OpenID Connect (OIDC) users, temporarily disable the SAML login option. When importing the users, they will be imported properly (as OIDC instead of SAML). Once imported, re-enable SAML.
