Additional Information
The OpenStreetMap 3D Buildings layer is not processed to assume a specific ground elevation, and therefore it is drawn extended underneath the ground. Consideration is underway to provide a 3D building layer or a 3D basemap that takes an elevation layer into account.
Workaround
Add OpenStreetMap 3D Buildings as a layer in the web scene and set the elevation offset to bring the buildings above ground. Refer to this documentation, https://arcgis.com/home/item.html?id=ca0470dbbddb4db28bad74ed39949e25, for more information.
