Bug
Building tiles for one map scale using different clients makes the completed tiles count in ArcGIS Server Manager (Services > Hosted. Click the View Cache Status icon for the service and click Show Details.) exceed the one of expected tiles.

Workaround
Stick to only one client when building tiles, as this issue seems to occur when building for the same scale using the ArcGIS Pro and Portal for ArcGIS clients.
