Additional Information
This issue is addressed for the Buffer tool Side Type parameter in ArcGIS Pro 3.1.
The buffer side type output with dissolve is not exactly like one side of the dissolve All Full sides output. The dissolve option for side type has some additional processing built in to attempt to mitigate side buffers from crossing to the opposite side of adjacent buffers resulting in apparent incorrect side buffering. If users want a side type buffer output that is closer to 1/2 of a full buffer, use Buffer with side type and no dissolve. Then, dissolve the buffer output using the Dissolve tool. It will create 1/2 of a full buffer as per the design of the tool.
Workaround
Upgrade to ArcGIS Pro 3.0, and to ArcGIS Pro 3.1 when it is available.
