Borders of the provinces in the Netherlands and some places in the USA are not displayed where the borders are water such as rivers, sea or canals in the Ocean Basemap.

This is by design in the raster basemap for Ocean. An alternative solution is to use the vector Ocean basemap (complete boundary lines available on reference layer): http://www.arcgis.com/home/item.html?id=67ab7f7c535c4687b6518e6d2343e8a2
