ArcGIS Hub recommends putting any style or CSS-related properties in the CSS block when creating custom headers or footers. Putting style properties into the HTML block can possibly lead to these types of unexpected issues. There are plans to rework the layout editor to avoid this issue in the next version.

A user may be able to remove the custom HTML and CSS using ArcGIS Online Assistant (https://ago-assistant.esri.com/). This workflow is to be done with caution, as ArcGIS Online Assistant is not supported by Esri Technical Support. If proceeding with this workflow, it is recommended to save a copy of the original JSON prior to editing.
