Authorizing the previous version of ArcGIS Server on the same machine that has or used to have Portal for ArcGIS 10.6 or 10.6.1 installed causes ArcGIS Server to throw an error during the site creation that there is not a valid license.

Workaround

  1. Stop ArcGIS Server.
  2. Rename the 'C:\Program Files (x86)\ESRI\License10.6' and 'C:\Program Files\ESRI\License10.6' program files to 'C:\Program Files (x86)\ESRI\License10.5' and 'C:\Program Files\ESRI\License10.5.'
  3. Start ArcGIS Server.
