As indicated by the bug report, new authorization files (.lic) for Named User licenses replaces the existing licenses. Therefore the new license file should include the number of existing license in addition to the number of new licenses. Portal for ArcGIS 10.6 and lower: When adding more Named User licenses to an existing license manager with existing Named User licenses, the new license file (.lic) must include all licenses. This can be done in the MyEsri portal. Users must cancel the original provisioning file and create a new file with all the licenses. Portal for ArcGIS 10.7.1 and later: The later version of Portal for ArcGIS uses a .json file for license authorization. Go to MyEsri to create a .json file which is used to authorize Named User licenses on the license manager and use the same file to authorize it in Portal for ArcGIS. Users no longer need to generate the .json file from the license manager. To add more Named User licenses, go to the Manage License File Configuration tab in MyEsri. Select the created configuration file created and proceed to the next step to modify the file. We can't change the workflow for Portal for ArcGIS 10.6 and lower but we improved the process for Portal for ArcGIS 10.7.1 and later.

Workaround

  1. Open the Named User license file that was originally authorized and open it with a text editor to see the licenses that were authorized first.
  2. Open the Named User license that was authorized last and copy the licenses that are in the Named User license of the last authorized and paste them in the Named User license file that was authorized first and save the file.
  3. Go to the License Manager > Authorization and authorize with the new saved file which is a .lic file. This produces another JSON file to import in the portal.
  4. Stop and start the License Manager and all the Named User licenses from the first authorization and the last authorization are in the Availability section under Named User.
