As Designed. This is an expected behavior.Workaround
Note that ArcGIS 10.0, 10.1, and 10.2 licenses consume the same pool of available authorizations. For example, if five licenses for EFL123456789 are purchased, a maximum of five EFL123456789 authorizations can be deployed at any one time, regardless of software version. To authorize licenses beyond the limit of those purchased, either de-authorize a 10.1/10.2 license, or purchase additional licenses (US customers: Contact Account Manager, non-US customers: Contact Distributor).Steps to Reproduce
