Additional Information

This issue was fixed in 10.0 release of the ArcGIS and the Data Interoperability Extension.

Workaround

The Dateformatter transformer can be used to properly convert existing attributes to the output Access DB. However, if there are NULL values in the input Date field, the Dateformatter transformer will add the current date as the output. An Attributefilter or Valuemapper may have to be used to remove the current date attributes in this workflow.
