Attribute rules do not appear or fire correctly on a feature service that contains a query layer.

Workaround

To get the rule to fire, toggle the setting to manually enable or disable an editing session and save edits.

1. In the Options dialog box, click Editing > Session.
2. Check 'Enable and disable editing from the Edit tab'.
3. Create an editing session.
4. Perform the edits.
5. Click Save.
6. Refresh the attribute table.

This allows the edits to display in the attribute table, though the attribute rules still will not display in the data design area.
