This behavior occurs when not utilizing the 'Use symbol types compatible with all clients' setting in the Share Web Map process from ArcGIS Pro. Refer to the following documentation https://pro.arcgis.com/en/pro-app/latest/get-started/share-a-webmap.htm#:~:text=The%20Use%20symbol%20types%20compatible,may%20result%20in%20downgraded%20symbology for more information.
