Workaround
1. Shut down ArcGIs Server.2. Copy /arcgis/server/framework/runtime/jre/bin/javaw.exe.config to /arcgis/server/bin/ArcSOC.exe.config3. Start ArcGIS Server.Steps to Reproduce
